Ranking the performance of demand responsive transport services: an application of context-dependent data envelopment analysis

Abstract: Demand responsive transport (DRT) services have been commonly used to provide public transport to rural areas due to their flexibility. Most DRT services are heavily subsidised. Policymakers are keen to seek improvement strategies to enhance performance so that DRT services can be less dependent on subsidies. This paper aims to measure the route-based performance of DRT services with a context-dependent data envelopment analysis (DEA) approach to classify the performance level of DRT services in route base with the case study in Taiwan. The results show that DRT services have seven performance levels in Taiwan. Those routes in low financial level counties performed better since those DRT services have been designed as access services to nearby city areas. Context-dependent DEA allows stepwise improvement strategies to be identified based on ranked efficiency compared to the conventional approach. This paper concludes with potential policy applications for improving route performance for each performance level.
