Abstract: Our investigations concerning the normative implementation process in the field of the public function (mostly, in the last three years), of the continuous training of civil servants, but also on the development of public function management have enabled us identify some weak aspects concerning the development of the public function in Romania. We mention that we have identified both legislative issues, as well as some of the problems relating to the efficient management of the public function. In the current procedure we are concentrating on addressing some issues related to the amendment and supplementing of the existing legal framework in order to flexibilize the modality of access in the body form of senior civil servants, through a national competition, after carrying out some references to the current context of the Romanian public administration.
