Abstract: Huta Tinggi Village, situated within the Lake Toba Super Priority Destination, possesses distinct competitive advantages derived from Batak Toba local wisdom, particularly in culture and local wisdom. However, existing management is suboptimal, characterized by a "cooling down" operational phase, infrastructure limitations, and cultural friction between local philosophies and hospitality standards. This research aims to analyze these management conditions and formulate a sustainable development strategy. Utilizing a qualitative descriptive approach with a case study design, data was collected through interviews and observations, then analyzed using deductive content analysis followed by IFAS and EFAS matrices. The results impose the village in Quadrant I (Growth Strategy), suggesting a strong potential to leverage external opportunities using internal strengths. Consequently, the study recommends aggressive strategies including the implementation of Smart Tourism through integrated digital marketing, the revitalization of Community-Based Tourism (CBT), and the empowerment of the millennial generation grounded in Dalihan Na Tolu values to harmonize cultural preservation with modern service demands.
