Abstract:
This study assessed the Pantawid Pamilyang Pilipino Program (4Ps) in select local government units (LGUs) focused on the areas of education, health and nutrition, participation in Family Development Sessions (FDS), challenges encountered, and values developed among the beneficiaries. The study employed an explanatory sequential mixed-methods design, the research integrated quantitative data from structured surveys and qualitative insights from in-depth interviews to provide a comprehensive assessment of the program. The findings revealed that 4Ps has been very great extent in promoting educational participation among children, as evidenced by high compliance rates in school enrollment and attendance. In the area of health and nutrition, beneficiaries reported consistent access to health services. Participation in FDS showed a great extent, with variations in responsiveness across LGUs due to logistical constraints and differing educational backgrounds of the beneficiaries. Common challenges identified included limited access to transportation, digital connectivity, gaps in financial literacy, and service accessibility. Notably, the program fostered the development of key values such as resilience, responsibility, and family solidarity, contributing to the social and moral growth of beneficiaries. The study concluded that 4Ps has transcended its initial purpose of providing conditional cash transfers. The program has become a lifeline of hope, a platform for values formation and community transformation. It recommended enhancing localized support systems, improving digital infrastructure, enriching Family Development Sessions content, and strengthening inter-agency collaboration to address the present program limitations. These findings aim to reinforce the LGUs and partner agencies in ensuring the delivery of social services and through values-based activities, the program can further empower the beneficiaries toward self-reliance and full participation in community building.
