Abstract: The purpose of this study is to investigate the degree of community involvement in the development of the Tiga Bidadari Waterfall Tourism in Dakaino Village, East Halmahera Regency, as well as to examine the various kinds of local community participation. The study employs a case study methodology and a qualitative approach. In-depth interviews, observations, and documentation were used to gather data. Village government representatives, the East Halmahera Regency Tourism and Culture Office, Pokdarwis administrators, community leaders, and locals engaged in tourism-related activities make up the research informants. The Miles, Huberman, and Saldaña model, which covers data collection, condensation, presentation, conclusion drawing, and verification, was utilized for data analysis. The study's findings demonstrate that local community involvement has been seen throughout the tourist destination's planning, execution, and administration phases. Village meetings and the expressing of goals were used to involve the community in the planning phase. During the implementation phase, participation was achieved through group activities, keeping the tourist area tidy, and taking part in tourism-related economic activities. Through Pokdarwis and destination management initiatives, the community took part in the management phase. Although the community does not yet have complete control over strategic decision-making, the degree of community participation falls into the consultation and partnership categories, showing community involvement in the tourism development process. These results show that the Tiga Bidadari Waterfall Tourism has started to incorporate the concepts of community-based tourism.
