Abstract: Banjarbaru City is experiencing rapid development, resulting in increasing pressure on land use around water bodies. Sungai Kemuning Segment I is a strategic urban corridor with important hydrological and ecological functions; however, it is currently facing declining environmental quality, increased flood risk, and riverbank erosion due to residential and economic activities within the river setback area. These conditions require the establishment of adaptive and contextual river setback delineation. This study aims to evaluate the existing conditions of land use within the riparian zone of Sungai Kemuning Segment I, determine river setback boundaries based on the physical and technical characteristics of the river, and formulate functional and sustainable riparian spatial planning recommendations through a zoning system. The research employs a quantitative approach by integrating field surveys, river morphology analysis, hydrological and hydraulic calculations, and normative reviews of regulations and previous studies. Analysis of design flood discharges Q25 and Q50, along with evaluation of channel cross-sectional capacity, is used as the basis for determining river space requirements. Based on area characteristics and the Banjarbaru City Spatial Plan, the riparian width is divided into floodplain zones, slope stability zones, and ecological vegetation zones. The results indicate that the existing riparian width of Sungai Kemuning Segment I does not comply with Government Regulation No. 38/2011 and Ministry of Public Works and Housing Regulation No. 28/2015. River setback delineation is implemented through channel widening of 1.7 m using box culverts for the floodplain zone, designation of a 2.0 m slope stability zone based on slope stability analysis, and an ecological vegetation zone following the existing riparian width. This zoning system forms the basis for spatial planning recommendations based on the BABASUH concept (Baalih, Bamundur, and Bahadap Sungai) to enhance safety and sustainability of the urban river corridor.
