Reducing inequality through human capital development: a comparative analysis of policies in the European union and Uzbekistan

Abstract: This article examines the critical role of human capital development in reducing socio-economic inequalitiesthrough a comparative analysis of policies implemented in the European Union (E.U.) and Uzbekistan. Recognizinghuman capital as a pivotal determinant of inclusive economic growth and social stability, the study assesses key policyframeworks such as the Europe 2020 Strategy, European Pillar of Social Rights, and the Cohesion Policy within the E.U.,alongside Uzbekistan's Development Strategy (2022-2026), education reforms, healthcare initiatives, and internationalcollaborations with the World Bank and the Asian Development Bank. Utilizing a range of socio-economic indicatorsincluding education accessibility, healthcare outcomes, labor market integration, and poverty trends, this analysishighlights both achievements and persistent challenges within each context. The comparative approach identifieseffective strategies from E.U. practices that could inform policy improvements in Uzbekistan, emphasizing the importanceof regional cohesion initiatives, digital literacy, vocational training, healthcare accessibility, and inclusive governancemechanisms. Ultimately, the findings underscore strategic human capital investments as essential for addressing rootcauses of inequality, fostering inclusive growth, and enhancing economic resilience.
