Abstract:
In order to understand the concept of entrepreneurship, firstly it is necessary to define the term entrepreneur and then try a definition of what constitutes entrepreneurship today. In the explanatory dictionary of the Romanian language, the word entrepreneur comes from French and means a person that runs an enterprise. The entrepreneur in a more recent market economy is the person who creates a new organization, develops new projects, considering his own business, assuming full responsibility for the results. Over 20 million small and medium enterprises within the European Union represents 90% of all businesses and is a key factor for economic growth, innovation, employment and social integration.Romania needs a national program for encouraging entrepreneurial culture and spirit by making changes in curricula, by eliminating fear and the fear of failure, issues that inhibit the creative spirit and also government programs in order to stimulate the creation and growth of micro entreprises for both youth and other social categories. Entrepreneurship continues to be an option, but in this period of economic and financial crisis certain characteristics remain unchanged, some are subject to change and the emergence of new elements of entrepreneurship is inevitable. The Action Plan of the European Union, Entrepreneurship 2020, is a new vision on entrepreneurship and is based on three strategies: development of education and training in entrepreneurship, creating an appropiate business environment, models, and the involvment of specific groups.
