Abstract:
The logic of the Barcelona agreement (November 1995) aims to build new bases for the relations among the fifteen European countries and the twelve southern and eastern countries non-members of the European Union in the context of globalization and of a "deep integration" into the European area. The article seeks to assess the relevance of this project and, to do so, utilizes an "international political economy" approach which is appropriate to the type of issues raised in the Euro-Mediterranean region. The article has three targets: firstly, setting out a survey of the political economy of regionalism (in particular concerning the north-south integration); secondly, assessing the explanatory scope of these analyses in the Euro-Mediterranean case; and finally, opening up some new fields of investigation about political economy in the institutional patterns of regionalism in general and in the Euro-Mediterranean case.
