Abstract:
The aim of our research is to measure spatial disparities of unemployment-to-work transitions in Provence-Alpes-Côte d’Azur (PACA). We use exhaustive administrative data sets concerning unemployed seeking a job within the French civil service (through Agence Nationale pour l’Emploi) in order to estimate duration models that allow to assess unemployment-to-work hazard rates for each of PACA’s municipalities. First, we analyse rough rates, without any data control. Then we analyse net rates, calculated as if every municipality had the same age, sex and skill structure as featured by the average regional composition. PACA turns out to have unemployment-to-work hazard rates close to the French region median whereas its unemployment rate is higher. However, this median position reveals strong disparities among municipalities so that the region is one of the most contrasting ones in France. Moreover, there are also stark disparities among departments, in particular between the Hautes-Alpes, where unemployment duration is the lowest, and the Bouches-du-Rhône, where unemployment duration is the longest. Lastly, the region also features the most important disparities among municipalities in France.
