Abstract: Cet article propose de tester les relations qui existent entre le developpement economique, le developpement institutionnel, la regulation bancaire et le developpement bancaire en utilisant la methode GMM en panel dynamique pour 19 pays d’Afrique du Nord et du Moyen-Orient (MENA) durant la periode 1982-2005. Les principaux resultats sont : (i) l’existence d’un effet positif du developpement economique sur le developpement bancaire, (ii) l’exis-tence d’un effet positif de la regulation bancaire sur le developpement bancaire, (iii) l’absence de relation significative entre le niveau de developpement institu-tionnel et le developpement bancaire, (iv) l’existence d’un effet positif du deve-loppement bancaire sur le developpement economique. L’absence de relation significative entre le developpement institutionnel et le developpement bancaire peut etre expliquee par la specificite des variables institutionnelles, qui varient tres lentement dans le temps, ce qui fait qu’elles ont peu d’effets reperables sur le developpement bancaire atteint par les pays du MENA. Abstract - The purpose of this paper is to check the nature of the relationship that exists between institutional development, banking regulation and banking development, using the GMM system on dynamic panel data for 19 countries of the MENA region. The main results are: (i) the existence of a positive and statistically significant effect of economic development on banking development, (ii) banking regulation affects the banking development in a positive and significant way, (iii) the non existence of a significant statistically relationship between institutional quality and banking development, (iv) and finally, our findings also suggest that economic growth is enhanced by banking development. The absence of a significant relationship between institutional environment quality and banking development can be explained by the nature of the institutional indicators, which vary very slowly through time. That may be the reason why the banking development level reached by MENA region countries cannot be accounted for by institutional development.
