Bill Drayton: William Drayton is board chair of Get America Working!, a nonpartisan, fuller employment policy citizen group that framed the payroll tax shifting proposal. See www.getamericaworking.org . Named by US News & World Report as one of America's 25 Best Leaders in 2005, he pioneered the concept of and coined the phrase "social entrepreneurship." Drayton is a MacArthur Fellow and the founder and current CEO of Ashoka: Innovators for the Public, a citizen movement dedicated to finding and fostering social entrepreneurs worldwide. A former management consultant at McKinsey and Company and faculty member at both Stanford and Harvard, during the Carter administration he served as Assistant Administrator of the Environmental Protection Agency (1977-1981) where he launched emissions trading among other reforms.
