Bhavya Lal: The authors (except Finnin) are Research Staff Members (RSM) of the IDA Science and Technology Policy Institute, a federally funded research and development center (FFRDC), chartered by Congress to provide independent and objective policy analysis for the Office of Science and Technology Policy (OSTP) and other federal agencies. Michael Finnin is an RSM at the IDA Studies and Analyses Center, an FFRDC for the Department of Defense Office of the Secretary. In addition to the research for the Office of the Director of National Intelligence, upon which this article is based, the authors have contributed to a variety of projects focused on advanced manufacturing for OSTP and other agencies.
