New Trends in K–12 Education Finance: Chancellor Beacon Academies

Abstract:
Four key factors are driving education reform: performance, parental dissatisfaction, growth, and measurement and accountability. These factors underlie the push for consumer choice, the creation and the definition of a set of national learning standards, and legislation such as the No Child Left Behind Act. As a charter school management company, Chancellor Beacon looks at charter schools from both a financial and an educational point of view: It considers the demand for the school “product,” the supply and the competition that the school will go up against; the product and service offering for parent/customers, as well as the elements of funding, the flow of funds, the governance and management structure, and the political environment.
