Dan Aschenbach and Paula Gold-Williams

Municipal Finance Journal, 2021, vol. 42, issue 3, 127 - 138

Abstract: This discussion with the president and CEO of San Antonio CPS Energy, one of the nation’s largest municipal electric and gas utilities, covers the February 2021 Texas winter storm and the failure of ERCOT and the deregulated natural gas and power market during and after the storm. It provides perspectives with regard to utility preparedness for future extreme weather and reviews what investors need to know about climate change impacts on municipal electric utilities in Texas.
