Abstract: Selama tahun 1970-an dan 1980-an hutang luar negeri negara-negara berkembang secara agregat tumbuh amat cepat. Akumulasi hutang eksternal secara kolosal telah berkembang karena kombinasi faktor-faktor internal dan eksternal.
