Abstract: In this article it is analysed the basic forms of management of housing stock in Ukraine - Department of Housing services bureaus, the management of condominium, housing cooperative, professional involvement of private organizations, and companies to management. It is detected their main advantages and disadvantages. Four groups of the main factors which restrain the creation of condominium are allocated: organizational-legal, socio-economic, psychological and technical. It is grounded the creation of so-called dualistic model of housing management that will improve the current scheme of the relationship between housing and operational offices, owners of apartment house associations, administrators and owners of the property and foresees introduction of elements of management of condominium without losing responsibility for housing maintenance offices providing quality housing services.
