Abstract: The transition from strategic planning as a set of specific methods and tools to strategizing the regional development as a new management approach based on the updated methodology of program-target management, which is a single whole, interconnected system of the mechanisms of constructing and realization the region’s development strategy based on strategic targets, which are able to consoli-date the efforts of authorities, business and society.
