Abstract:
The article addresses the issues of critic assessment of sustainable development concept (Rio-92) as not completely reflecting the needs of numerous counties and world population including Ukraine. The concept of sustainable development in terms of Rio-92 does not reflect increasing trends of non-economic influence – mental, ethnic, demographic, decline of morality, total human control, etc. It is important to take into account complexity, non-linearity, uncertainty of public processes, uneven influences and unstable states of elements and subsystems in development. The article discusses the problems of permanent instability of modern society, stipulated by destabilization of socio-economic, economic-ecological, political and historical processes. We also analyse the present calls and threats which cause destabilization of above-mentioned processes and the total system instability. Formation of response system on the categories and criteria base of national security, including the criteria of survivability of population is proposed.
