Abstract: The article distinguishes the theoretical and methodical aspects of forming the economic strategy and social development of region for the long-term period by way of example of the Odessa region. Authors consider the working out procedure of the strategic document in the main stages context. Vision for the Odessa region in the long term period, the mission and priorities of regional development and also strategic goals are defined. Authors give a list of criteria for evaluating the strategy’s efficiency. The numerical characteristics of indicators with the minimal and maximum interval are given; which allow concluding the realistic measures of the strategic plan.
