Abstract: This article presents the theoretical analysis of the shortcomings of the existing forest system of complex taking into account the views of leading national scholars, the major organizational and economic bases of its transformation according to the market economy, in particular, goals, directions, basic tasks, mechanisms and tools in the context of the basic terms and priorities of economic, social and environmental policy and its individual regions.
