Social Orientation Of Economy: Formality Or Reality?

Abstract: The theoretical and scientifically methodical questions of government control of social orientation of economy are considered. Theoretical and scientifically methodical issues of regulation of balanced economic and social development in the conditions of restricted financial resources are regarded. The analysis of the tendencies of social development provision by budget is made. The recommendations to the formation of the social aspect of budget policy are worked out. Priorities of government budget policy and social policy are determined. Strategic directions of the social development in the aspect of budget financial support are proposed. Significant meaning of the questions of government regulation of social orientation of economy grows by means of regulation of social fees grows in the modern conditions of economic transformations. Socially oriented economy in the present conditions of the development of Ukraine implies high level of redistribution of financial resources through budget, besides significant increase of budget expenses is unaccepted due to the following reasons: social duties of Ukraine are bigger than its possibilities; the absence of the sources of the budget deficiency financing disables the possibilities of the budget increase.
