Ukrainian Village Social Environment As A Prerequisite For Sustainable Development: Diagnosis And Prospects

Abstract: The article reveals the role and place of the village, rural areas in the development of civilization, society, the economy, the importance of social security and ways to achieve it. Shows the relationship of social, economic and environmental security. It is shown that the development of a market economy there is a massive outflow of rural youth in the city. A degradation of the countryside caused the obsolescence of human capital. We highlights the nature of the social environment of the village and its functions, in particular, such as the distribution and sharing, consumer services, health care and the formation of intellectual, human capital, public awareness and scientific outlook, management and protection of civil procedure and so on. Based on experience in other countries we reveals areas of sustainable social development of the village and provides principles, adherence to which will help to achieve sustainable socio-cultural sphere, preserving the identity of the rural lifestyle. This paper identifies priority areas of socio-cultural development of the village. Considerable attention is paid to the economic component of sustainable development, which, on the one hand, promotes social development, and on the other is in the correlation dependence from the level of education, culture, public health, including such factors as productivity, efficiency. The basic trends in the development of environmental and social components of sustainable development of rural areas are revealed. Particular attention is paid to the development of health care in rural areas in the context of ongoing health sector reform is now, and education in the light of the requirements of the Decree of the President of Ukraine «On the National Development Strategy for Education in Ukraine for the period till 2021». We give educational level of rural population comparably to urban population of corresponding age groups. In general, the basic problems of social development in rural areas is justified, the author's vision to solve them is presented. The main attention is paid to ways to expand rural jobs, reduce outflow of rural youth and the welfare improvement of rural residents.
