Abstract: In the article the feasibility of distributing lease of groundwater as an important precondition of investment attraction to water services is grounded. The features of concluding lease agreements in different sectors of water use areas are revealed. The regional differences of leased space and ponds are analysed. Strategic priorities of lease water bodies control under the current conditions based on recent changes in water protection legislation and precedents of wastage of water leased facilities are offered.
