Abstract: The paper substantiates the necessity of forming the institutional background and methodological support of economic incentives of thrifty water using. The main trends of water losses during transportation in industry, services and agriculture are analyzed. Based on identifying of institutional gaps in the water legislation it is offered the tools of economic incentives of thrifty water using in certain segments of the national economy.
