Trends of knowledge-based economy formation in Azerbaijan

Abstract: Within last 20 years the Azerbaijan Republic develops the strategy of activity, as the subject of world economy, on the basis of uniform conceptual approach. Programs and the concepts which are successfully realized under the direction of the president of the Azerbaijan Republic, play large role in formation political, economic, cultural, etc. communications both with the countries neighbouring to Azerbaijan, and with the countries of Europe and America. In recent years the macroeconomic growth observed in Azerbaijan, and also growth of foreign currency reserves create opportunity for growth of national competitiveness and economy of knowledge for the period till 2020th year. The decree of President I.G.Aliyev on development of the concept «Azerbaijan – 2020: Outlook for the Future» once again confirms that fact that the matter is in the centre of attention of the state. The name of XXI century, an eyelid of knowledge, is connected with fast increase in a role of knowledge in development of social and economic life of society in recent years. Carried-out analyses show that the economy of knowledge radically differs from traditional economy. This difference, first of all, proves to be in difference of knowledge and information from other numerous resources. So, knowledge and information in the course of using don't decrease, disappear and change a form. The same time, the knowledge (in information form) can be used without restriction; it is very easy and with overcoming of borders of other states for a short time. As a result of the researches which have been carried out by the World Bank since 1995, it was proved that the countries developing scientific, educational and information and communication technologies can achieve a sustainable development. From this point of view, the most important task facing the states, development of knowledge (scientific, educational and information and communication technologies) is considering all this, in article are investigated a tendency of formation of economy of knowledge in Azerbaijan. The carried-out analyses show that for 2000-2012 recession in indicators of economy of knowledge and an index of knowledge worldwide was observed. So, in spite of the fact that in 2000 the average value of an index of economy of knowledge worldwide was 5,95, according to reports of 2012 this indicator decreased to 5,12, indicators – on an index of knowledge from 6,06 to 5,01, on an index of economic and institutional incentives from 6,61 tî 4,45, on an education index from 3,89 to 3,72, on an index of innovations from 7,75 to 7,72, the ICT index from 6,53 to 3,58 respectively decreased. The indicator of index of economy of knowledge in Azerbaijan decreased from 4,62 in 1995 to 4,56 in 2012, indicators on economy of knowledge from 5,59 to 4,96 respectively decreased, indicators on economic incentives and an institutional mode from 1,71 to 3,36, on an education index from 5,64 to 5,95 raised, decreased an innovative index from 4,97 to 4,01, the ICT index from 6,17 to 4,93. Now in the developed countries the basic scientific researches connected with increase of specific weight of the knowledgeintensive industrial areas, leaning on a services sector and high technologies, with increase of information activity, development of the higher education and science sphere in structure of gross domestic product are conducted. Carrying out of basic researches in this direction is important in quickly developing Azerbaijan.
