Abstract: Recently started structural reforms in Ukraine's railway transport have an urgent demand for better organization and planning in suburban passenger service to decrease operational losses, eliminate «cross-subsidizing» and increase efficiency. Combining the economic theory fundamentals and business planning experience seems to be the best way to reach the goals.
