Abstract: In order to optimize the budget policy of Ukraine the article examines the attitudes and perceptions of different social systems information relations interaction in the context of the social and economic shifts accompanying the country's transformations. Special focus is put on the problem of traditions. The article highlights some important differences between models of regional policy activation with regard to adaptation to the new social reality and its values.
