Abstract: In the article we formulated and proved organizational and economic principles of territorial activity of production units on the first stages of reforming of the Ukrainian railway transport. It was also developed the original approach concerning solving of actual task of the effective management of production departments at the regional level. We gave the concrete recommendations about organizational structure of railway transport, one year after the creation of the JSC «Ukrzaliznytsia».
