Abstract: The article substantiates the need for a system of environmental and economic regulation of the concentration of land ownership. We offer promising directions limiting excessive concentration of agricultural land in the administrative-territorial entities, as well as the formation of private ownership in the areas of water management and forestry. We have relevance propagation forms of temporary use of certain categories of land as a prerequisite for establishing transparent relationship between the owners of the components of natural capital and its users.
