Abstract: The article defines and proves the major financial and economical preconditions for the effective clusters' formation and functioning in Volyn' region. Based on the statistical data of the socio-economic development of Volyn' in 2012, a comprehensive analysis was made in order to determine the level of the region's readiness for the clusters' implementation process.
