Stabilizing effect of budget revenues in terms of high external public debt: estimates for Ukraine

Abstract: The article deals with the aspects of countercyclical fiscal policy of the states in terms of high debt burden, which predicted the study of interrelation between the budget revenues (tax revenues), external public debt and income (GDP) in Ukraine. The article has suggested the review of consequences of the tax burden increase both in the standard theoretical models, such as IS–LM–BP, and in Mankiv-Summers' model, O. Blanchar's model, R. Perotti's model, A. Sutherland's model. The obtained empirical estimates have been presented using a structural vector autoregression (SVAR).The article has been finished by concise conclusions on the stimulating effect of increase in taxes, namely by expanding the taxation base and narrowing the "hidden" economy.
