Approach to building a strategy to ensure effective employment

Abstract: The paper emphasizes that to ensure the effective employment of the economically active population at national, sectoral and regional levels, there is a need to introduce the practice of developing and implementing a strategy according to the proposed order. Function and organization of the process is proposed to be put on the National Tripartite Social and Economic Council and the relevant territorial, sectoral (intersectoral) Council. The paper defines the purpose, strategic goals and objectives to ensure effective employment of the economically active population for which it is proposed to develop an overall strategy of effective provision of employment, in which strategies will be developed to ensure effective employment position of the individual parties (business strategy), as well as strategies to balance the interests of parties (functional strategy). The basis for selecting the type of general strategy and lower-level strategies should be the results of the estimation of effective employment of the economically active population. Based on a comprehensive assessment of effectiveness of employment on the levels types of economic activity and regions, it is suggested to conduct their positioning in the matrix of type selection and the main provisions of general and business strategy for the effective employment of the economically active population and the priorities of industry and regional development in employment. The conclusion is that there is a need for active government to stimulate the development of certain economic activities or regions based on public-private partnerships in order to balance the interests of all parties to industrial relations that will attract additional financial resources and ensure the creation of more high-paid jobs.
