Property Relations Reformation In Forest Management Field: Priorities And Restrictions

Abstract: We consider the ownership of forest resources and forest lands, regulated by national regulatory and legal framework. The most resonant issues of reform of forest property are the possibility of institutionalization of private ownership and the transfer of some forest land in communal ownership. Forcing the process of creating communal forest ownership is appropriate, when they removed all the controversy concerning the delimitation of land within and outside the settlements, and when local communities will have broader powers to local budget revenues and be able to make deals with the subjects of forestry businesses capable of augmenting forest potential settlements and surrounding areas. It is necessary to significantly diversify the temporary use of forests to enhance entrepreneurial activity in the harvesting and primary processing of wood. In view of this it is necessary to legitimize the possibility of implementation in practice of forest management lease schemes of concession regime, production sharing agreements and asset management.
