Abstract: The paper presents methodological foundations of scenario based forecasting of the development of Ukraine's transport-road complex under modern economic conditions. The development characteristic is provided by three scenarios: inertial, moderate development and innovative. The author provides a forecast of the volume of investments in fixed capital of the activity of Transport and Communications in Ukraine for the period until 2015 with the use of two approaches based on expert estimates of the forecast of Ukraine's gross domestic product presented by the British audit company Ernst&Young and Institute for Economics and Forecasting, National Academy of Sciences of Ukraine.
