Abstract: The theoretical principles and practical aspects of local authorities executing social maintenance functions for civilians and economic development of subordinate territory in the terms of their provision by financial resources are revealed in the article. Taking one of suburban districts of metropolitan area as an example, the situation with local budgets revenues has been analysed; the level of their adequacy for local authorities' main functions fulfilment has been evaluated. Suggestions are developed on financial decentralization, creation recognition local specific of new sources of taxation in the basilar links of local self-government and strengthening of present potential of generating of profits, with the purpose of strengthening of financial self-sufficiency and more full covering of financial necessities of budgets of consumption of basilar territorial communities.
