Abstract: The research of the formation sources and the regularity of classification of the state budget's expenditures has scientific and practical value. This article presents a conceptual interconnection diagram of the efficiency and effectiveness of the state expenditures. The methods of efficiency assessment of the state expenditures and policy priorities of the budget unit of foreign countries were also analysed.
