Abstract: In the article substantial analysis of the primary dealers' activity in the domestic securities market is provided. It is ascertained that the bonds are an important tool of government debt policy. In the article it is shown that primary dealers greatly enhance the liquidity of securities that are issued by the state, bonds in particular. It is detect that the primary dealer system helps to reduce the cost of borrowing the money by state. A comparative analysis of the rights and obligations of primary dealers in Ukraine and abroad countries is done.
