Abstract: The twentieth century naturally continued the development of social policy and social programs started in the advanced countries at the end of the previous century. A successful (in spite of the war and is thought to be the last big crisis), economic development of the leading countries of the West and improving the welfare of the population, helped to formulate by the 70th years of the twentieth century, the concept of the welfare state or the other concept of the social state. However, the crisis events of the last decades of recent centuries required the improvement of social programs along with economic programs. Subsequent manifestations of globalization of the economies have shown that the solution of all important social issues and sustainable development in the national economy is possible only taking into account the problems of ecology.
