Abstract: The article deals with the important issues of analysis of risks, risk events and uncertainties under the conditions of new challenges and threats in Ukraine. Particular attention is paid to the phenomenon of complexity and uncertainty of internal and external risk impacts that is not fully studied neither theoretically nor in applied aspect. The effective risk management is determined as a research priority that is considered as a key category of the theory of national security ensuring.
