Ecological and economic principles and characteristics of the complex nature management

Abstract: The article deals with ecological and economic foundations and presents a meaningful characteristics of complex nature management. The peculiarities and advantages of complex management of all natural resources of a certain area in the context of basic principles of international and national regulatory instruments in this field have been studied from the perspective of achieving ecological and economic effect. It has been defined that complex approach in the field of nature management stipulates simultaneous consideration in single interrelation of properties, problems and ways to ensure ecological and economic efficiency of joint reproduction, security and protection of all natural resources located at the certain area, saving their natural ecological and resource balance without harming ecologically-oriented human activity. It has been grounded the definition of the notion "complex nature management" as a natural resources management that ensures achieving of the determined target guidelines, conformity with basic principles and general approaches, attraction of the most reasonable organizational and economic forms of nature management and regulatory subjects, economic mechanisms and international regulatory principles in the context of solving the set of pressing ecological and economic issues of a certain area based on the foundations of achieving and maintaining natural ecological and resource balance. It has been concluded that ensuring a complex use of all natural resources available in a country will allow not only to solve ecological problems, but also to provide an additional impulse for development of stockpiling, primary and deep processing of natural resources of the fields of the national economy based on the principles of energy efficiency, resources saving and eco-safety.
