Social resources of the region's development in terms of decentralization

Abstract: 1. It has been proven that human capital is a social resource aimed at the independent development both on individual level and such that makes for the change of the vector of development and socio-economic practices on the state level. Innovative human capital defines the direction of the development of country and regions and is active socio-economic resource capable of solving its problems. Accumulated innovative human capital of the region is defined as high-quality human capital that provides utility for self-development processes. It has been determined that the important condition of solving the problem of creating competitive economy is provision of the accumulation of creative intellectual human capital, the main factor of modern economic development, that will enable to provide the process of region's development modernization, its self-development on the innovative basis. 2. The analogy between EU and Ukraine was drawn concerning making strategy of the human capital accumulation process on the basis of economic, social, financial, innovative resources of development. EU and Ukraine have at their disposal significant human capital. Both EU and Ukraine have the task to work out effective management concept, rational usage and accumulation of human capital. EU is constantly working on this issue, it is proved by the strategies and programs, including the ones concerning independent development of the territories that are being surveyed, adopted and implemented. In Ukraine there is still no definite strategy about admitting the significance of human capital in the process of the state and region's development. 3. Peculiarities of approaches to identifying the importance of human capital in terms of the self-development on the basis of the analysis of the region's social resources have been found out. It can be further used when analysing conditions of accumulation of the human capital at the regional level. 4. It was proposed to regard the problems of the independent region's development as a complex process and as the aim of the region's development. Solving these problems is a possible way of reaching independent development, which is happening by means of rational usage of the resources of region's development, taking into account peculiarities and potential possibilities of the region's economy. 5. Currently reformation and transformation of socio-economic system of Ukraine is happening on the bases of management decentralization. As the result of these transformations new regional system will be formed and it will be directed to the usage of internal regional resources and personal responsibility of the regions for the effectiveness of their development. Meanwhile the significance of human capital and the necessity of more profound survey of the questions of managing its effective usage and accumulation in the regions that is prospective direction of further scientific surveys.
