Abstract:
Much tears have been shed as a result of decline of national shipbuilding. There have perhaps been more slogans on the immortality of glory and freedom of a maritime state as well as promises to start revival the other day. Neither the first nor the second happened, and it felt like time to put the matter to rest without abusing our readers' attention. Except for one circumstance which slipped under the radar of numerous scientific and publicistic works, public discussions and, considering the entry list, solid meetings. Here's what we are about to discuss...
