Abstract: The article reveals the peculiarities of the formation of united territorial communities in Ukraine. The main problems of decentralization of power and local self-government reform have been analysed. The directions and types of land management documentation that needs to be developed for the organization of environmentally safe land use by territorial communities have been substantiated.
