Abstract: This article tries to unravel several important aspects of external investors’ perceptions of peripheral industrial locations. The premise of this article is that the government’s industrial decentralisation policy was, to some extent, less successful because, among other things, external investors have negative (and in most instances, inaccurate) perceptions of peripheral locations. Based on a survey of 120 sample firms in Penang and 64 firms in Kedah, this article attempts to explicate external investors perceptions in terms of their spatial patterns and their implications.
