Abstract: Zakat distribution issue is still relevant in today’s discussion. Although the amount of zakat collection shows tremendous increase every year, but the search for efficient methods of zakat distribution is still a debate by the zakat institutions. A proposal of localization is one of the alternative methods to overcome the issue of zakat distribution. However, successful implementation of this method depends to the ability, the background and the capability of amil to take this responsibility to implement it. This study shows that amil are ready to implement this concept, however the zakat institutions have to improve the quality of amil in various aspects in order to make sure this concept can really be implemented efficiently and professionally. Some concept of professional amil is discussed in this study.
