Abstract: The aim of this paper was to analyze the characteristics and socioeconomic conditions of existing informal settlements at the first half of 2014 in the Libertador municipality of Merida state. The research was conducted in the nine settlements identified in the municipality, it included the application of an instrument of data collection and interviews with community representatives. The research showed the relationship between the enactment of the Urban Land Act in 2009 and the proliferation of new informal settlements under the perception of individuals with regard to the declaration of public utility unused land for housing construction.
