Abstract:
In 2011 the Venezuelan government declared a national housing emergency. This was based on the need to care for the victims of the 2010 rainy season and to respond to the cumulative housing deficit that reached the figure of 2 million units. The declaration of emergency became a set of rules that have justified public intervention on the land market and housing. The methodology used is part of a documentary review of an analytical nature of the norms and legal instruments related to the housing policy in Venezuela as of 2011 announced by the National Executive and published in the Gaceta Oficial. This shows the principles that support this regulatory framework.
