An assessment of budget effects of autonomy of Local public administrations in Italy during 1990-2017 through the comparative analysis of the Central and Local administrations’ expenditur

Abstract:
The research quantifies the effects on public finance of the autonomy of Local public administrations (PAs) in Italy in 1990-2017, comparing the trends of personnel and purchases spending of central and local PAs. The result is a higher trend of expenditure increases of Local Pas compared to central PAs’ one. Applying the same variation rates of central PAs expenditure to the expenditure of local PAs from 1990 on, we obtain the differential of dynamics of expenditure growth, which is equal to € 773 billion, which may be considered a cost estimate of autonomy of local PAs.
