Abstract:
The main objective of the text is to individualize in the scientific literature and in the most recent more proposals advances for some European countries, comparable for various aspects (how Italy and France), the most closely-economic elements that could result useful to face the problem in different way from those till now privileged. The author argues for reducing horizontal disparities with objective criteria to improve the exercise of the functions assigned to sub-central governments.
